This Privacy Policy ("Policy") describes how RETOR LLC, doing business as CoverageScout ("CoverageScout," "we," "us," or "our"), collects, uses, shares, retains, and protects information about visitors to coverage-scout.com (the "Website") and users of our services (the "Services").
CoverageScout is an educational and matchmaking service that helps consumers identify commonly overlooked liability coverage gaps in standard homeowners, auto, and umbrella insurance policies and connects interested consumers with licensed specialty insurance agents. CoverageScout is not a licensed insurance agent, insurance broker, or insurance carrier. We do not sell, quote, or bind insurance, and we do not provide insurance, legal, or financial advice.
By accessing or using our Website or Services, you acknowledge that you have read and understood this Policy. If you do not agree with this Policy, please do not use the Website or Services.

Information We Collect
2.1 Information You Provide Directly
We collect information you voluntarily provide, including when you:
- Submit a lead form, contact form, or other input field on our Website or on third-party platforms (such as Meta/Facebook or Google) presenting our advertisements
- Communicate with us via email, telephone, or SMS
- Subscribe to communications from us
The categories of personal information we typically collect include:
- Name
- Email address
- Telephone number
- Postal or property address
- General information about the situation prompting your inquiry (for example, the type of vehicle owned, the type of hosting activity, the type of hobby equipment, or the type of side business or activity giving rise to your interest)
- Any other information you voluntarily include in open-text or free-form fields
We do not collect insurance policy documents, policy numbers, premium amounts, or other detailed insurance contract information directly from you. Our Services are intentionally limited to general education about commonly overlooked coverage categories and matchmaking with licensed insurance agents who can review your specific situation under their own license.
2.2 Information We Collect Automatically
When you visit the Website, we automatically collect certain information about your device and how you interact with the Website, including:
- Internet Protocol (IP) address and approximate geographic location derived from the IP address
- Browser type, browser version, and language settings
- Device type, operating system, and screen resolution
- Pages visited, time spent on pages, click patterns, and navigation history within the Website
- Referring website or marketing source
- Cookies, web beacons, pixel tags, and similar tracking technology data
2.3 Information from Third Parties
We may receive information about you from:
- Advertising platforms (such as Meta and Google) that present our advertisements to you and route your form submissions to us through their lead-capture tools
- Service providers who help us operate the Website and Services (for example, hosting, analytics, email, customer relationship management, and security providers)
- Insurance agents and carriers we partner with, who may share back to us information about whether your inquiry resulted in a conversation, quote, or policy
- Public records and consumer-reporting sources (see Section 2.4)
2.4 Augmentation of Inquiries with Public-Records Information
After you submit a lead inquiry, we may augment the information you provided with publicly available information, including but not limited to: county property appraisal records, building permit records, public vehicle registration records (where lawful and applicable), and similar publicly maintained public-records sources. This augmentation is used to help our partner insurance agents prepare more relevant quote conversations with you. We will not augment your information with public-records data unless you have first submitted a lead inquiry through the Website or a partner advertising platform.
2.5 Information We Do Not Knowingly Collect
We do not knowingly collect:
- Social Security numbers
- Driver's license numbers
- Financial account numbers, credit card numbers, or other payment information
- Detailed health information
- Precise geolocation data (we collect general geolocation only via IP address)
- Information from individuals we know to be under the age of 13 (see Section 9)

How We Use Information
We use the information we collect for the following purposes:
- To provide the Services, including matching you with licensed specialty insurance agents in your state
- To communicate with you about your inquiry, our Services, and (with your consent) related educational content or promotional communications
- To respond to your questions, requests, and customer-service inquiries
- To improve, personalize, and develop the Website and Services
- To analyze usage trends, measure the effectiveness of our advertising, and conduct research and analytics
- To enforce our Terms of Service and other policies
- To detect, prevent, and address fraud, abuse, security incidents, or other harmful activity
- To comply with applicable laws, regulations, legal process, and government requests
- To establish, exercise, or defend legal claims

How We Share Information
We share information in the following circumstances:
4.1 With Insurance Agents and Carriers (with Your Consent)
When you submit a lead inquiry through the Website or a partner advertising platform with the applicable consent indications affirmatively provided, you authorize us to share your contact information and inquiry details with one or more licensed insurance agents, brokers, or carriers we partner with. These third parties operate under their own privacy practices and are subject to applicable insurance privacy laws. Once we share your information with them, their use of that information is governed by their own privacy policies and the laws applicable to them. We are not responsible for the privacy practices of these third parties. We encourage you to review their privacy policies before engaging with them.
4.2 With Service Providers
We use third-party vendors, consultants, and service providers to help operate the Website and provide the Services. These providers may have access to your information solely to perform tasks on our behalf and are obligated to protect your information consistent with this Policy. Categories of service providers include: hosting and infrastructure, analytics, advertising and marketing, email and SMS delivery, customer relationship management, security, and professional advisors.
4.3 For Legal Compliance and Protection
We may share information when we believe in good faith that disclosure is necessary or appropriate to:
- Comply with applicable law, regulation, court order, subpoena, or other legal process
- Respond to lawful requests from public authorities, including for national security or law enforcement purposes
- Enforce our Terms of Service or other agreements
- Protect the rights, property, safety, or security of CoverageScout, our users, or the public
- Investigate, prevent, or take action regarding fraud, abuse, security incidents, or violations of our policies
4.4 Business Transfers
If CoverageScout is involved in a merger, acquisition, asset sale, financing, reorganization, or bankruptcy, your information may be transferred as part of that transaction. We will provide notice (where required) before your information becomes subject to a different privacy policy.
4.5 Aggregated or De-Identified Information
We may share aggregated, de-identified, or anonymized information that cannot reasonably be used to identify you for any purpose, including for research, analytics, marketing, and reporting.
4.6 "Sale" and "Sharing" of Personal Information Under State Laws
We do not sell your personal information in the traditional sense (i.e., we do not exchange personal information for monetary compensation to third parties for their independent marketing purposes unrelated to your insurance inquiry).
However, certain state privacy laws — including the California Consumer Privacy Act as amended by the California Privacy Rights Act ("CCPA/CPRA") — define "sale" or "sharing" broadly, in some cases including the disclosure of personal information for cross-context behavioral advertising or for any valuable consideration. Under those broader definitions, our practice of routing lead inquiries to partner insurance agents in exchange for compensation, and our use of advertising-platform tracking technologies, may constitute a "sale" or "sharing" of personal information.
Residents of California, Virginia, Colorado, Connecticut, Utah, and other states with comparable laws have specific rights to opt out of such sales, sharing, or targeted advertising. Those rights are described in Section 8.

Cookies and Tracking Technologies
We use cookies and similar tracking technologies (such as web beacons, pixel tags, and local storage) to operate the Website and Services and to support advertising and analytics. Cookies are small data files stored on your device.
5.1 Types of Cookies We Use
- Strictly necessary cookies — required for basic Website functionality, such as session management and security
- Analytics cookies — help us understand how visitors use the Website (for example, Google Analytics)
- Advertising cookies — used by advertising partners (for example, Meta Pixel, Google Ads conversion tracking) to measure ad performance and serve relevant ads on third-party sites and platforms
5.2 Your Choices Regarding Cookies
- You can control cookies through your browser settings. Most browsers allow you to refuse cookies or to be alerted before a cookie is stored. Some Website features may not function properly if cookies are disabled.
- You can opt out of certain advertising cookies through industry tools such as the Digital Advertising Alliance's WebChoices tool (youradchoices.com) or the Network Advertising Initiative (networkadvertising.org).
5.3 Global Privacy Control (GPC)
We honor the Global Privacy Control browser signal as an opt-out request from California residents and other state residents whose laws require honoring such signals. When we detect a valid GPC signal, we treat it as an opt-out of "sale" and "sharing" of personal information for purposes of applicable state law.
5.4 Do Not Track
Because there is no industry consensus on how to interpret browser "Do Not Track" signals, we do not currently respond to such signals.
Section 6
TCPA Consent for Telephone and SMS Contact
By submitting your phone number through any of our forms (including forms presented within third-party advertising platforms) with the applicable consent box affirmatively checked or otherwise affirmatively indicated, you provide express written consent under the federal Telephone Consumer Protection Act ("TCPA"), 47 U.S.C. § 227, to receive telephone calls and/or SMS text messages from CoverageScout and our partner licensed insurance agents at the number provided. Such contact may include the use of automatic telephone dialing systems and prerecorded or artificial voice messages, regardless of whether your number is on any state or federal Do-Not-Call list.
The contact may relate to insurance products, coverage gap education, and related Services. Standard message and data rates from your wireless carrier may apply.
Consent is not a condition of any purchase.
You may revoke consent at any time by:
- Replying STOP to any SMS message you receive
- Following the unsubscribe instructions in any email
- Contacting us at contact@coverage-scout.com with the subject line "Revoke Consent"
After we receive your revocation, you may still receive a confirmation message and may receive transactional or service-related communications consistent with applicable law.
Section 7
Email Communications and CAN-SPAM Compliance
We comply with the federal CAN-SPAM Act (15 U.S.C. § 7701 et seq.). Marketing or commercial emails we send will:
- Identify the sender accurately
- Include our valid physical postal address
- Provide a clear and conspicuous unsubscribe mechanism
You may unsubscribe from marketing communications at any time using the unsubscribe link in any such email, or by contacting us at contact@coverage-scout.com. After unsubscribing, you may continue to receive transactional or service-related emails consistent with applicable law.
Section 8
State-Specific Privacy Rights
This Section describes rights available to residents of states that have enacted comprehensive privacy laws. To exercise any of these rights, contact us at contact@coverage-scout.com with the subject line "Privacy Request" and identify the right(s) you wish to exercise and your state of residence. We will respond within the timeframes required by applicable law (generally 45 days, with one possible extension of 45 days as permitted).
We may verify your identity before responding by requesting information that matches what we have on file. We will not discriminate or retaliate against you for exercising your privacy rights.
You may also designate an authorized agent to make a request on your behalf, subject to our verification of the agent's authority and your identity.
8.1 California Residents (CCPA/CPRA)
California residents have the following rights regarding their personal information:
- Right to Know — to request information about the categories and specific pieces of personal information we have collected about you, the categories of sources, the business or commercial purposes for collecting, using, disclosing, selling, or sharing personal information, and the categories of third parties with whom we share personal information
- Right to Delete — to request deletion of personal information we have collected about you, subject to certain exceptions (such as completing transactions, detecting fraud, complying with legal obligations, and exercising free speech)
- Right to Correct — to request correction of inaccurate personal information we maintain about you
- Right to Opt-Out of Sale and Sharing — to opt out of the "sale" or "sharing" of personal information for cross-context behavioral advertising
- Right to Limit Use of Sensitive Personal Information — to direct us to limit the use of sensitive personal information to specified purposes (we do not currently use sensitive personal information for purposes outside those permitted, but you may submit a request)
- Right to Non-Discrimination — we will not discriminate against you for exercising your CCPA/CPRA rights

We do not collect biometric information, sensitive personal information beyond what is described above, professional or employment information, education information, or audio/visual information through the Website.
To submit a CCPA/CPRA request, email contact@coverage-scout.com with the subject line "CCPA Request." Where required by law, we will also offer an opt-out link titled "Do Not Sell or Share My Personal Information" or similar wording in the Website footer.
8.2 Virginia Residents (VCDPA)
Virginia residents have the right to:
- Confirm whether we are processing personal data about you
- Access such personal data
- Correct inaccuracies
- Delete personal data
- Obtain a portable copy of personal data
- Opt out of (i) targeted advertising, (ii) sale of personal data, and (iii) profiling that produces legal or similarly significant effects
To exercise these rights, contact contact@coverage-scout.com. If we deny your request, you may appeal that decision by contacting us with the subject line "VCDPA Appeal."
8.3 Colorado Residents (Colorado Privacy Act)
Colorado residents have rights analogous to those in Section 8.2. We honor the Universal Opt-Out Mechanism as required by the Colorado Privacy Act and its implementing regulations.
8.4 Connecticut Residents (CTDPA)
Connecticut residents have rights analogous to those in Section 8.2.
8.5 Utah Residents (UCPA)
Utah residents have analogous rights, with timing and procedural differences from other state laws. Contact contact@coverage-scout.com to exercise rights.
8.6 Texas Residents (TDPSA)
Texas residents have analogous rights under the Texas Data Privacy and Security Act, including the right to opt out of targeted advertising, sale of personal data, and certain profiling.
8.7 Other States (Oregon, Montana, Iowa, Tennessee, Indiana, Florida, Delaware, New Jersey, New Hampshire, Minnesota, Kentucky, Rhode Island, Maryland, and Others)
Residents of these states (and other states that may enact comprehensive privacy laws after the date of this Policy) have analogous rights. Specific procedures and timelines may differ among states. Contact contact@coverage-scout.com to exercise rights or to request information about state-specific procedures.
8.8 Insurance-Specific Privacy Notice (Gramm-Leach-Bliley Act / NAIC Model)
To the extent CoverageScout's lead-aggregation activities are considered "financial activities" under the federal Gramm-Leach-Bliley Act ("GLBA"), 15 U.S.C. § 6801 et seq., or similar state insurance privacy laws based on the National Association of Insurance Commissioners (NAIC) Model Privacy Notice and Model Privacy of Consumer Financial and Health Information Regulation, we provide the following notice of our information-handling practices:
- Categories of nonpublic personal information collected: information you provide directly (name, contact details, inquiry information); information about your transactions with us (your inquiry submission and any subsequent communications); and information from public records and similar sources used to augment inquiries (per Section 2.4).
- Categories of recipients: licensed insurance agents and carriers we partner with (with your consent), service providers, and parties to whom we are required by law to disclose information.
- Right to opt out: to the extent applicable, you may opt out of certain sharing of nonpublic personal information by contacting contact@coverage-scout.com. Opt-out does not apply to sharing with partner agents and carriers in connection with an inquiry you have affirmatively submitted, where such sharing is necessary to provide the Services you requested.
- Confidentiality and security: we maintain administrative, technical, and physical safeguards designed to protect nonpublic personal information.
8.9 Nevada Residents
Nevada residents may opt out of the sale of certain personal information by contacting contact@coverage-scout.com.
Section 9
Children's Privacy (COPPA)
Our Website and Services are not directed to children under the age of 13, and we do not knowingly collect personal information from children under 13. If you are under 13, do not provide personal information to us through the Website or Services.
If you believe a child under 13 has provided us with personal information without parental consent, please contact contact@coverage-scout.com and we will take steps to delete such information consistent with the federal Children's Online Privacy Protection Act ("COPPA").
Section 10
Data Security
We implement reasonable administrative, technical, and physical safeguards designed to protect personal information from unauthorized access, alteration, disclosure, or destruction. Such safeguards may include encryption in transit, access controls, vendor due-diligence practices, and incident-response procedures. However, no method of transmission over the internet or method of electronic storage is completely secure, and we cannot guarantee absolute security. Any transmission of personal information is at your own risk.
If we become aware of a security incident affecting your personal information, we will notify you as required by applicable law.
Section 11
Data Retention
We retain personal information only as long as necessary to fulfill the purposes described in this Policy or as required or permitted by applicable law. Lead inquiry information is typically retained:
- For the duration of the agent-matching process
- For a reasonable period thereafter to handle follow-up communications, agent-side reporting, and to demonstrate compliance with consent and lead-quality records (typically 24 to 36 months)
- For longer periods where required by law or to defend against potential legal claims
After the retention period, we will delete, anonymize, or aggregate personal information consistent with our retention practices and applicable law.
Section 12
International Users
CoverageScout's Services are intended for users located in the United States. If you access the Website from outside the United States, your information will be transferred to, stored, and processed in the United States, which may have data-protection laws different from those in your jurisdiction. By using the Website or Services, you consent to such transfer.
We do not currently offer Services to residents of the European Economic Area, the United Kingdom, or other jurisdictions whose laws may impose additional data-transfer or processing requirements.

The Website may contain links to third-party websites or services. We are not responsible for the privacy practices or content of such third parties. This Policy applies only to information collected by CoverageScout. We encourage you to review the privacy policies of any third-party site you visit.

We may update this Policy from time to time. The "Last Updated" date at the top of this Policy reflects the most recent version. Material changes will be communicated through prominent notice on the Website (such as a banner notification), and where required by law, by direct notice to you.
Your continued use of the Website or Services after changes are posted constitutes acceptance of the revised Policy.
